They read: "The Baby and the Budget," "Why More Doctors, Nurses, and Inspectors Are Needed," and "The 'Cops' Spread the News." That "News" is the promotion of the work of milk stations in preventing infant deaths and advocacy for the full budgetary allocation by the NYC Department of Health towards the summer time reduction of infant mortality.
